CNN —US Coast Guard leaders illegally used nondisclosure agreements to prevent sexual assault victims from speaking out about their alleged attacks, according to a congressional inquiry sparked by a CNN report into sexual misconduct at the prestigious Coast Guard Academy. CNN reported last year that Coast Guard leaders had guarded the secrecy of the internal investigation to the point that officials with access to case materials had to sign non-disclosure agreements. “Requiring victims to agree not to discuss what happened to them is particularly reprehensible,” Sen. Ted Cruz wrote in a letter to the Coast Guard Sunday. Cruz’s letter is just the latest fall-out for the Coast Guard since the Fouled Anchor controversy broke last June. “This is a disservice to the survivors of rape and other sexual assaults at the Academy, whom the Coast Guard has already failed once,” he wrote.

CNN —For nearly a decade, US Coast Guard leaders have concealed a critical report that exposed racism, hazing, discrimination and sexual assault across the agency. That investigation found that serious misconduct had been ignored and, at times, covered up by high-ranking officials, allowing alleged offenders to rise within the ranks of the Coast Guard and other military branches. The Coast Guard said this week it had enacted or partially enacted 60 of 129 recommendations, including additional training and additional support services for victims. The Coast Guard did not comment on concerns that problems remain at the agency, or the statistics or examples cited by CNN. Yet to this day, none of the accused service members from her case have faced any consequences.

Pentagon officials had widely expected the nomination to go to Admiral Samuel Paparo, who leads the Navy in the Pacific and who has experience grappling with the growing challenge from China. "Throughout her career, Admiral Franchetti has demonstrated extensive expertise in both the operational and policy arenas," Biden said in a statement, noting that she was the second woman ever to achieve the rank of four-star admiral in the U.S. Navy. Last year, Biden picked Admiral Linda Fagan to lead the U.S. Coast Guard, making her its first female commanding officer. Franchetti would become the first woman to lead a military service within the Defense Department and to join the Joint Chiefs of Staff, a group of eight top uniformed service members who advise the president on military issues. Biden also elevated Paparo, nominating him to become the commander of all U.S. military forces in the Pacific.

She knew she'd join the Coast Guard as a teenager, but "my long-term plan was graduate, be an officer," she says. Here's how she built her legacy in the Coast Guard, as well as her advice for any woman doubting herself at work. "You can't be on the water in New England and not notice the Coast Guard," she says. As a sophomore in high school, she learned there was a Coast Guard Academy where she could receive a bachelor's then serve in the Coast Guard herself. Women had only begun to be let into the Coast Guard Academy in 1976, just five years before she herself would attend.
"There was something about the Coast Guard, the missions, seeing the small boats that just spoke to me," she says. Fagan ended up attending the U.S. Coast Guard Academy and her first tour of duty in 1985 took her to Antarctica. From there, the Coast Guard would offer a new assignment every couple of years. Of all 32 teams in the NFL, less than 10 have a Black or female president. "To me, the definition of success isn't being the first — it's to have many, many others follow behind you."
US Coast Guard icebreaker Healy made a rare trip to the North Pole at the end of September. Healy is one of only two icebreakers operated by the Coast Guard, and both of them are aging. Kenneth Boda, said in a release, calling it a "rare opportunity" and "a highlight of our Coast Guard careers." "This includes expanding the US Coast Guard icebreaker fleet to support persistent presence in the US Arctic and additional presence as needed in the European Arctic," the document adds. (The icebreaker Polar Sea, built alongside Polar Star, has been nonoperational since 2010 and is used for spare parts.)
